The system replaces the paper-based Personnel Action Form, allowing departments to submit, track, and manage cases electronically in real time.
The ePAF (Electronic Personnel Action Form) replaces the traditional paper-based Personnel Action Forms for hourly employees, allowing departments to create, submit, and track appointments entirely online. Through automated routing, budget validation, and digital approvals, the ePAF ensures faster processing, greater accuracy, and a more secure, transparent workflow between departments, the Budget Office, and Human Resources.
Accessing the ePAF

- 馃捇 Access: Only authorized users can access the ePAF portal. Access requests must be submitted to the Office of Human Resources at humanresources@ccny.cuny.edu
Who Uses the ePAF
- Hiring Managers to submit appointments, reappointment, and separation requests for hourly employees.
What You Can Do in the ePAF
- Hire Hourly Staff: Initiate a new hire for an hourly employee. Submission is automatically routed to Human Resources for review and approval before for CCNY email and account setup.
- Rehire Hourly Employees: Rehire previous employees to new fiscal year.
- Reappointment Existing Staff: Extend existing appointments within the same fiscal year.
- Revision of appointments: Update appointment details such as rate, funding, or supervisor.
- Terminations of Appointment: End an active appointment before the stated end date. Disencumber hours. Departments must use the termination option if ending an appointment before its scheduled expiration date.
How the Process Works
- Log In: Go to the ePAF Portal and sign in with your CCNY username and password.
- Navigate the Dashboard - The dashboard allows users to:
- Create or manage appointment records
- Review pending, approved, or returned cases
- Track each action鈥檚 status in real time
- Submit a New Appointment: The Hiring Manager completes the ePAF form, entering all required appointment information. (Personal Identifiable Information is collected separately via a secure candidate form.)
- HR Review: The request routes to the HR Approver for review and budget validation.
- HRIS data entry and Payroll Processing: Once approved by HR and Budget, the action is queued for Payroll processing.
- Employee Onboarding and Account Creation: Once HR approves the appointment; the system automatically emails the affiliate with instructions to complete onboarding and submit personal information through a secure portal.
Employee Notifications
- Onboarding Email: Sent automatically upon HR approval. Includes instructions for completing the employment form and uploading required identification.
- Account Activation Email: Once OIT creates the employee鈥檚 CCNY email, both the Hiring Manager and CCNY Affiliate receive a notification containing the affiliate鈥檚 EMPL ID and CCNY email address.
- Employee Communication: Human Resources also contacts the employee directly via their personal email for any additional information required
